Access Denied Error When Resetting Account Operator password with a user given delegated permissions

Hi. I have created a new OU in Active Directory Users and Computers. In this OU I have created a security group. In this security group I added all the account operator users. I now want to delegate permission on the OU to one of my active directory users to be able to reset the password on all the account operator accounts. I have followed the instructions online and gave my user the following permission with the delegate wizard "Reset user passwords and force password change at next logon".
