Brightness dim when plugged in to the charger (dell laittude e5410 with windows 10 22h2)

so I got a problem, which is when I plug the charger cable into my laptop, the brightness on my laptop is dim even though it's set to 100%, but if it's not plugged in, my laptop's brightness is normal from 0 - 100% and it's bright, I tried everything tutorial but it didn't work
