OpenGl error

So recently I have tried using apps like blender, Minecraft, and many more. But it doesn't work because it says something like "OpenGL 3.3 or newer required, try reinstalling the graphics driver". So I do that but it just makes everything worse, the screen now looks glitchy, not like laggy, but glitchy like static. I found that if I go to settings and change the resolution to 800X600 it stops but OpenGL still doesn't work even when I keep the glitches on.
