The administrator account is not shown after created

I created a new administrator account, but my computer did not go through setting up process. I then changed the previous administrator account to a local account. But when I restarted my computer there is no option for choosing different accounts. Only the local account is available. It still shows the administrator account is created because when I tried to run program as administrator, it asked for password for administrator. Now I cannot find a way to change the local account back to administrator. Even the option for recovering or reboot need the administrator access. What else I should d
