Why do some of my Windows 10 apps appear in Chinese? Note: No Chinese language pack installed

I'm running Win 10 Pro 10.0.19045.I have various apps installed on my computer that appear with Chinese characters rather than English, which is my default/first language for Windows display and Apps & Website. Two examples are WhatsApp (downloaded from the App Store), and PowerToys (downloaded from Github).I do not have any Chinese language packs installed. What's going on here, and how can I get these apps to display in English?I've seen other postings where the solution was "move English above Chinese in 'preferred languages,'" but just to reiterate: I don't have Chinese installed on
