My computer keeps freezing at "working on updates 98%, don't turn off your PC" How do I access restore points?

I have tried waiting it out, but it is completely frozen when hitting 98% every time. I suspect this could be a ram issue since I haven't cleaned anything up in a while, but I cannot figure out how to get to any options other than heading straight into finishing the update. Does anyone have advice on what to do?
