My account was hacked, i got access back via acsr

Hello! So i have been hacked and some ukrainian dude with *** Email address is removed for privacy *** mail stole my account, i got it back via ACSR, and i changed the password, but when i wanted to change the way of authentication i got the 30 day waiting period. Will he be able to cancel it? Only way to stop the period is sending the code to the email he set on the qqmail. I realy need the account to be usable as soon as possible.
