Win 10 Pro to Win LTSC activation

Good morning, I am trying to set up a new laptop for use as an offline machine. For security reasons, the laptop will not be connected to the internet. I started with a Dell 7330 Rugged Extreme laptop with Windows 10 Pro 22H2 OS Build 19045.3208. I downloaded the evaluation ISO for Windows LTSC 19041 release 191206-1406. The machine now shows in the lower right corner that my Windows License is expired.
