Windows 10 update to Windows 11 fail Windows 11, version 22H2 - Error 0x80070002-20007

I have try to update my windows 10 to windows 11 since March-23. it keep fail on this. i have search online and do troubleshooting but until now i cannot found what is the root cause that it fail on update to windows 11. Windows 11, version 22H2 - Error 0x80070002-20007setuperr.log show this: 2023-07-25 14:04:49, Error [0x0808ff] MIG COutOfProcPluginFactory::CreateInstance: m_currentHostSurrogate->LoadDllServer(C:\$WINDOWS.~BT\Sources\ReplacementManifests\Microsoft-Windows-RasServer-MigPlugin\RasMigPlugin.dll, {D26AA4A5-92AD-48DB-8D59-95EF0DCE6939}, 1) failed, hr=[0x8007007f].
