I forgot my Windows 10 login password and secret questions. I'm trying to reset the computer, but nothing happens.

I need to reset my computer from the Login screen since I accidentally deleted my PIN and I apparently don't remember the password or secret questions. I press Rese, hold shift > Troubleshoot > Reset the PC > Remove Everything.The computer screen goes blank, but the PC does not power off. The screen stays blank, nothing ever happens. I've waited hours and overnight, nothing. I power the PC off and back on, and the PC acts like I've done nothing as far as Reset. What am I doing wrong? How can I reset my PC?
