To start this off I have already tried all the methods in all the other threads I've seen so I will cut straight to the point. I tried to terminate it and it didn't work. I used the troubleshooter, and it said nothing was wrong. I used PowerShell to try and download it again after deleting it. And after none of it worked, I reinstalled windows completely which also didn't work. Just now I typed in the command in PowerShell again to see if it would work post reinstall, but it didn't.
