Windows 10 detected double gamepad??

Hi. I'm connecting 2 USB gamepads to my Win10 laptop to play some old games (Neogeo) with my son. It's no problem when i connect only 1 gamepad, but cannot play if connect both of them at the same time.The Game Controllers setting is showing that I have connected 4 Twin gamepads. The key test only ran well with the 1st and the 3rd ones.I think the problem is because Win10 detected my usb gamepad is Twin model, while my game can only select gamepad 1 and 2. Anyone know how to fix this?
