I was having the same error and tried many of the suggestions here before performing the reinstall. After the windows install from disk I was able to get up to build 1903 but get the error 0xc1900101 when trying to get to 22H2.With the last attempt the video drivers were uninstalled with this tool as Windows automatically installed them:Display Driver Uninstaller Download version 18.0.6.4 The setupact and setuperr are linked below.
