My PC won’t boot, all I see is an endless spinning circle, any solutions?

Similar to what’s stated in the question. This issue has been ongoing for a few weeks. When I boot my PC, the windows logo shows and the circle spins as normal for about 5 seconds, then it freezes, then a black screen appears and the cycle starts over. I’ve tried to load in advanced mode by restarting 3 times but had no luck. I can’t load in safe mode, I can only load up the bios by pressing ‘delete’, but I’ve had no luck when changing boot order. Does anyone have any solutions?
