My Phone Link app doesn't work. I've tried "repair" and "reset" but to no avail.

I can neither use nor uninstall the Phone Link / Your Phone app. If I try to start it from the Microsoft store, I get this error message: "Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item."Repair and reset in the store does nothing. Uninstall is grayed out. Can you help please?
