HELP!! Outlook error "Operation cancelled due to restrictions on computer", also Photos, error "the app didnt start"

I tried going to all app defauts and still get the errors. Went with Bing and Edge and still get the errors. I tried uninstall and renstall the Chrome browser. Tried to edit the registry but never could find the same lines as whats shown. Those appear apply to old Internet Explorer. I know editing the registry is dangerous. Took me 2 days but i finally got a full on back up of my computer. ont an external harddrive. OK so, here I am.....I am truly afraid to try more stuff, as at one point 2 months back I had to reinstall the entire windows OS ...weeks of solid frustration! And reinstall my
