How do I fix a MictrosoftSecurityApp.exe - bad image error on a Surface?

For a while I've been getting this error whenever I log into my Surface running Windows 10 in S-Mode:I have tried to register the System.Xml.Linq.ni.dll using PowerShell and the Command prompt. Both failed because this is running in S-Mode.
