PC will not recognize Sony Camcoder (CCD-TR21), need to recover video to PC, tried various software NXT Pro 9, PlayMemories (Sony). Can see the video

Sony Camcorder is a CCD-TR21 model, using RCA output jacks. I have tried using a number of video converter units, but the same result. Device Manager doesn't see the unit when plugged into a USB port or even an HDMI port.I can see the video output on a large screen TV or even my other monitor, but not on my laptop (Dell). Our Organization is trying to build a historical video to celebrate our founding event. Greatly appreciate any ideas and assistance.
