Help with 2023-07 Cumulative Update for Windows 10 Version 22H2 for x64-based keeps failing - error code 0x80070003

I have several machines that will not udpate to the latest Cumulative Update for Windows 10. The current KB is KB5028166. The machine downloads and installs the patch, however, when it restarts to complete the installation it gets to 7% and then rolls back the changes. I've tried all sorts of troubleshooting, but I can't get this patch to install. Any one having similar issue? Any solution to this issue? Thanks
