How do I fix my pc getting stuck on shutting down and restarting?

every time I turn my pc off, I have to hold down the power button in order to turn it off, and if I don't it gets stuck at shutting down or restarting screen. I've tried many things but nothing is working and it is preventing me from doing required restarts and I just want it to turn off normally again.
