Windows 10 update stops at 98%. Hard powering off does not help.

I have a laptop that started a windows update; it gets stuck at 98% and it does not move forward for hours. I have tried hard power, pressing the power button and it turns off. When restarted it goes directly into the update and gets stuck again at 98%. It is a vicious circle that I do not have how to stop. I tried to get in touch with a person in Microsoft and it is impossible... so frustrating!!We need help!
