Problem with windows 10 hotspot "You can't set up hotspot" !

I have two wireless devices i use the built in wireless network adapter to share usb network adapter internet connection, the first one is integreted and is capable of hosting the network the second is only used to connect to the internet so the question is how i can delay the start of the second adapter tp-wn722n because the only thing that seem to work right now is that i always need to unplug the usb adapter restart the device and plug it after startup in order for windows hotspot to work !
