My yahoo account got permanently deleted by some hackers but when I try to use my other Microsoft account it takes me to a pin and resets my computer

So I’m trying to log into my other account on windows since my last yahoo account got deleted by hackers but now when I try to log into my new account I try to skip to create a pin and it resets me back to where I started how do I fix this?
