Is the OS (Windows 10) or the external 3,5" hdd case managing the spindown?

I got a 3,5" external usb case ( FANTEC DB-ALU31A) and a 18TB Exos hdd. Later I want to use the hdd for a home lab.Now I noticed that the drive is spinning up and down every couple minutes even there is no data on it.Is the OS or some controller of the case doing that? how can i find out?The manufacturer claimed that the OS is managing the spin up and spin down. But somewhere I did read that its the case.
