Missing Duser.dll file, cannot access task manager, search bar or windows

Whenever I try to access my task manager, a message pops up saying that I am missing my Duser.dll file and I have to reinstall it. I have seen solutions such as using Window + X to access the command prompt, however, neither Windows key nor my search bar work, so those methods do not work. I am also unable to do things such as pin apps to my taskbar or remove apps from my taskbar. What should I do?
