I accidently deleted the Desktop, system and administrator users except my microsoft account and now my computer always freeze everytime I click "run

I accidently deleted the desktop, system and admin account except my microsoft account and now I cant run anything as administrator. I have tried everything like go into safemode, use built in admin but they failed, i cant open task manager and computermanagent. I cant reset either because the button is freeze and reset option in safemode say that there was an error, nothing has changed.Please help me, I'm very scared right now
