Computer doesn't meet requirements for Windows Hello, but the option to require it is set to on

Under 'Sign-in Options,' my only options are for Windows Hello despite the fact that I keep getting the message that my computer doesn't meet the necessary requirements for it.Under the section "Require Windows Hello sign-in for Microsoft accounts", the option is already set to 'on' and is grayed out (thereby unable to be changed).Every time I try to log in, I have to go through an attempt to change my PIN, which requires authentication via e-mail or text.
