Does anybody know how to fix the automatically repairing infinite loop?

I did the power off and on way of trying to get into safe mode but when I got to the screen I noticed that it was missing “startup settings”which now means my pc is stuck in a loop of automatically repairing itself and I don’t know how to fix it.
