today's windows 10 download halted at 98%, computer unresponsive to restart again showing Working on Updates (98% complete don't turn off computer) 3h

Today's Win 10 update was started over 3 hours ago. The screen is frozen showing "working on updates 98% complete don't turn off your computer" The SSD activity light has been on all this time.How do I recover my computer from this state? The computer was working fine up until allowing a restart of the computer to add the updates.
