Is there a way to fully reset/facory reset PC without screen?

So i was trying to safe boot my computer trying to remove a file i couldnt delete, but ended up making my HDMI useless. I want to reset my pc fully so that it could maybe fix, if theres another way i can get my screen working again ill use that instead aslong as its easier. Please assist me if you can
