Brightness issues

Ive been having an issue with my laptops brightness. When in my browser i have a different brightness, when on the desktop its has a different brightness aswell as in fullscreen mode on youtube. And when i adjust the brightness it only adjusts on that specific application. I.e when in fullscreen mode on youtube I turn up the brightness and when I get out of fullscreen mode I dont have the same "adjusted" brightness. Whats going on here?
