Taskbar not responding

Today, I launched my computer as usual but the taskbar was missing all my pinned programs. When I tried interacting, my cursor would turn into a loading wheel, a black screen would appear for a few seconds and then it would show the taskbar again, sometimes with the programs. It doesn't respond to any clicks, only for a second when I restart it in task manager. I tried a few methods I found, but nothing has worked yet. My file explorer also stops responding when I try rightclicking a program or when I try and use the search bar.
