Laptop running 1803 but won't update past it

I am trying to update my mom's laptop for her and it is currently running version 1803 build 17134.1246 when I run windows update it says it is downloading and installing 22H2 feature update. I restart and it says it is installing but then when I check the version it is the same and I am told that my windows 2018 is out of date.
