How do i reinstall windows when almost nothing is working

recently I've had problems with my windows and i tried repairing it using DISM and SFC scan but i would get the 998 error for DISM and the scan fail for SFC scan i've tried every step from this forum: Redirecting but since my pc wont even recognize an USB flash drive I tried just running the setup.exe from the iso folder I would then get error code 0x80004005 saying that windows could not determine the language to use for setupI've also tried reinstalling windo
