Battery not shown as charging

I was just normally using the laptop (plugged in) and suddenly the brightness went down, indicating that it is no longer plugged in. But at that time the charging light was still on and upon checking the battery percentage a few times I found out that it was neither going up not going down. I restarted my laptop and it was fixedBut now the issue is back again and a restart is not solving it. What is the issue here and how to solve it?
