Has anyone had the issue with Avi files being randomly created and saved in "C:\Users\Public\Videos\Captured"?

Apologies in advance, Honestly do not know where or how to start with explaining what is going on as I exhausted my search bars and my brain researching and trying to learn about my issue. What's triggered this post is there's no related information I can find on the internet that comes close to my situation.
