Blue screen on Dell laptop windows 10

My laptop is stuck on the blue screen where it says choose an option etc. I’ve done everything even the prompt command and still stuck on that blue screen. I don’t even care if I have to do a factory reset and lose everything. I just need my laptop to work. I think it’s an operations issue or got stuck when it was doing an update. Anyone can help?
