Problems installing KB5030214 (Win10 LTSC 2023_09 Cumulative update) over KB5014692 (2022_06 Cumulative) with VS2105 redistributable installed

I've been trying to install the September 2023 Win10 LTSC. It works when updating older systems running KB4592440 (2020-12 Cumulative updates), but fails on systems running KB5014692 (2022_06 Cumulative) with VS2105 redistributable installed. It gets stuck on the "windows-10-black-screen-with-spinning-circle-dots" screen -> gets to 100% (slowly) and then never reboots. Manually rebooting brings me back to "windows-10-black-screen-with-spinning-circle-dots"I've tried updating the .NET and VC redistributables prior to update (no help).I've tried uninstalling VC2105 redistributables prior t
