Visual c++ not installed?

Hello,I've been having problems like those in the thread Redirecting tried to do as it is said in the answer, I deleted previously installed version of visual c++ 2015 (there are also versions 2008, 2010, 2012,2013 which I didn't delete and there were non of the versions 2017 or 2019 installed). Then when trying to install the version given in the response (both x64 and x84) the same problem occured. Seemingly I can't install visual c++ because I don't have visual
