How to allow works user accounts to add or change things?

We have a number of business machines all set up and managed with windows pro set up for a business. This means, whilst the admin can access everything, users are too restricted. As all machines and users are remote this means more admin than is necessary.For example, how do we set windows to allow users to add printers without needing a TEAMVIEWER session so the admin can type in their id & password as windows only allows the admin to load manufacturer-specific printer apps.
