Windows Update Errors.

My PC won't react to the restart/shutdown buttons until a minute or more later, so I have to shut it down manually. The Start Menu 'Power Button' when clicked also shows 'Update & Restart/Shutdown' Buttons, which do not update anything. The Windows Update setting (in Settings) does not load and when I tried to start the Windows Update Service in Services, it did not do anything.
