Why is my microsoft account not being recognized by my PC when I try to create a MS login via settings->Account menu

I have a working microsoft account which I can log in via the web fine(microsoft.com). I've also been able to log into outlook on my phone and on other PCs with this microsoft account.However, I have a new PC at my business and I'm logged into the PC with a local username and PW. Then I go to settings-> Account and try to log into my Microsoft account to create a Microsoft login on this PC and it says it doesn't recognize my email address as a microsoft account. but this email address is definitely a microsoft registered account as I've used it online and in outlook app to log in to thos
