I Want Refund because after I Paid it didn't Work "HEVC Video Extentions"

I paid for 13.000 IDR to buy codec "HEVC VIDEO Extensions" so i can play Video from My Phone via Credit Card but the result is : 1. after i paid, still cannot open it, even i try 3 times. 2. i got charged two times 13.000 & 14.000 idr (why i got charge twice? and why different cost?)3. i want refund because its not worki try advice from Blessing Jack advisor microsoft that i see from google, i try to click "Talk to Agent" and it didn't work (Stuck right there)so dont give this solution please.
