Reset my PC and now Windows won’t loaf

My netbook has been having minor problems for a while. It got bad enough that I decided to reset it after failing with an OS other than windows (Ubuntu). After resetting it says that I need some school districts email to sign in and won’t even let me go to the boot menu upon restart (I have windows 10 on a flash drive). I’ve ran into problems before and the reseller said that the digital license would be on the computer no matter what but it seems like it’s not registering. What can I do?
