When I try to write with the japanese layout, my keyboard switchs back to US layout, how can I fix it?

I have been trying to fix this problems for a long time, I have tried to change the input settings but it doesn't work, I have re-installed the japanese language 3 times and it doesn't work, my computer doesn't send me any error message, it just switches to the US layout, how can I fix that problem?My OS build is 19045.3448 and I have microsft 10.
