Shift + Restart is not launching Recovery Mode. What do I do next to factory reset my Surface Pro?

My password reset and pin are not correct. The challenge questions are not responding to my answers. I can log into my Microsoft account online but not on my Surface Pro Laptop. Shift + Restart is not launching me into Recovery Mode. How do I reset the Surface Pro?
