When i switch on my old laptop i get the time and date but no PIN prompt, so i can't do anything. How do i resolve this?

I get the correct date and time, along with the image of the Algarve (sea, sand and rocks) but when i click to bring up the PIN prompt the screen goes blank for a few seconds and then i get the correct date, time and sea, sand rocks image again. I need to transfer non cloud based stuff off my old laptop onto the new laptop
