my microsoft email was hacked and the recovery email was changed

my microsoft email was hacked but i was able to log back in by changing the password through another email. however, my recovery email and code has been changed and I cannot change it due to the recovery email being changed, nor can i change and of my other personal details. how do i change the recovery email? all it does is send a code to the hacker rather than me, so I cannot change anything.
