When I transferring additional pictures & videos from my mobile, I couldn't do it completely. How can I do this?

Dear Sir, I am usually transferring new pictures & videos from my mobile to WINDOWS 10 PHOTO GALLERY APP and store it. Now I do it as usual. I saw " Please update your device settings accept media transfer". & could not transfer them. When I saw to click to learn more, In Photos Settings, there is no ABOUT. Hence Update couldn't do myself. Hence, I couldn't transfer my mobile photos & videos to my PC WINDOWS 10. Please guide me, the 76 yrs
