iPhone-to-PC Photo Archive

I am trying to locate a PC utility to selectively archive and move photos from my iPhone to a Windows 10 PC. In the past, I have used the Windows Photo utility, which could archive photos under year/month folders. Recently I acquired a new-to-me PC, also running Windows 10, but neither the Photos app nor the "legacy" Photos app has the feature to download the photos into year/month folders.
